Senior-level officials in ministries of finance, treasuries, debt management offices of the Indian state governments.


Participants should have significant experience in fiscal policy, budgeting and expenditure management.

Course Description:

This course, presented by the IMF's Fiscal Affairs Department, examines the good practices in public financial management, such as fiscal rules, fiscal responsibility legislation, strategic budgeting, medium-term budget frameworks and forecasting techniques, public investment, performance orientation, fiscal and financial reporting, budget execution, fiscal risk management, and their function in promoting fiscal discipline and efficient fiscal management.

Course Objectives:

Upon completion of this course, participants should be able to:

    Appreciate and describe the importance of fiscal institutions within a modern public finance management framework.Summarize, describe, and analyze the strengths and weaknesses of their States' budgeting and public investment practices, relative to good practices.Describe and summarize the issues and choices surrounding the design of fiscal responsibility laws and fiscal rules.Describe, explain, and analyze the main techniques used in identifying and quantifying fiscal risks, and choices in the management of fiscal risks.Appreciate the key features of the IMF's Fiscal Transparency Code and Public Investment Management Assessment (PIMA) framework.
